IT & Security Infrastructure for San Diego Government Facilities
Structured cabling, NDAA-compliant cameras, access control and networks for San Diego public agencies and facilities. NDA-approved installs from TBT.
Public agencies need infrastructure that is secure, documented and built to spec: structured cabling, access control, video surveillance, phones and networks that pass inspection and hold up for years. Technology Beyond Tomorrow (TBT) is a San Diego low-voltage and IT contractor serving municipal offices, public facilities and agency contractors with one accountable team for every connected system in a building.
Government sites often involve sensitive information and restricted areas. TBT performs NDA-approved installations, follows site escort and badging requirements, and works to the drawings and submittals your project requires. Our factory-trained technicians label and document every drop, door and device so facilities and IT staff can maintain the systems long after the project closes out. Phased schedules keep public services running while work is underway.
What Government & Public Sector Need From Their Technology
Equipment restrictions
Federal rules restrict certain video surveillance and telecom brands, and many agencies apply similar requirements. Equipment must be vetted before it is specified.
Restricted and sensitive areas
Server rooms, evidence storage and records areas require tightly controlled, auditable access. Installers may need background checks, escorts or NDAs.
Public-facing buildings
Lobbies, service counters and council chambers see heavy public traffic. Security has to be effective without making facilities feel closed off.
Procurement and documentation
Projects run on specifications, submittals and close-out packages. Missing documentation can delay acceptance and payment.

Compliance, Procurement & Discretion
Section 889 of the FY2019 National Defense Authorization Act (NDAA) prohibits federal agencies from procuring certain video surveillance and telecommunications equipment, including products from Hikvision, Dahua and Huawei, and many state and local agencies follow similar policies. Agencies that handle criminal justice information may also need to meet the FBI’s CJIS Security Policy. TBT specifies IP surveillance and network equipment to match your requirements; your IT security and procurement teams should confirm final compliance.
California public works projects can carry additional requirements, such as prevailing wage, bonding and contractor registration, that vary by contract. Confirm these with your procurement office during scoping. TBT can support RFQs and specifications with site assessments and documented scopes; contact our team to discuss your facility.
Government & Public Sector: Frequently Asked Questions
What does NDAA-compliant mean for security cameras?
It generally means the camera and its components are not from companies named in Section 889 of the FY2019 NDAA, such as Hikvision, Dahua, Huawei, ZTE and Hytera. Federal agencies cannot procure covered equipment, and many other agencies adopt the same rule.
Can TBT work in restricted or sensitive areas?
Yes. TBT performs NDA-approved installations and follows site requirements for escorts, badging and access. Specific clearance requirements should be identified during scoping.
Do you provide documentation for project close-out?
Yes. TBT provides labeling, test results for cabling, device lists and as-built documentation. Specific close-out deliverables can be matched to your project specifications.
Can you replace an existing camera system that uses restricted brands?
Yes. TBT can assess existing cameras and recorders, identify equipment that conflicts with your policy and plan a phased replacement, often reusing existing cabling where it tests well.
